The National Counterterrorism Innovation, Technology, and Education Center (NCITE) has an RFP available on their website.
Submission Deadlines:

RFP information:
“Moving from year 2 to 3, NCITE is requesting proposals focused primarily on our stated research themes (see below). Further, this request for proposals is offered only to institutes of higher education as research leads. Non-government organizations, individual consultants, and technology partners are encouraged on collaborative proposals led by universities, but such non-university partners are not required for funding consideration. Moreover, as NCITE is sponsored from Science and Technology’s Office of University Programs, the intent of this call is to spark innovation from university labs and research teams. In 2022-2023, research projects that prioritize challenges outlined in themes 1 and 4 will be prioritized for funding:
